Lyshan A-IV

The fourth planet of the primary star of a trinary system. Locally, it is known as Klomak. It was colonized by Vulcan immigrants before the rise of Surak's philosophy of non-violent logic.

System Information

The Lyshan system is composed of three components, Lyshan A with 11 planets, orbiting a A1.1V Magnitude +0.8 star. Lyshan A is a bluish star 10 times brighter than Sol with 8000-degree Kelvin surface temperature. The inner Lyshan system has seven iron core planets and four gas giants. Lyshan B is a G 7.6V Magnitude +7.0 star with three iron-core planets and two asteroid belts rich with various minerals and Lyshan C is a G9.9V Magnitude +9.5 with thirty small planets and asteroids.

Although the inner system is composed of seven systems, only Lyshan IV and V are habitable. However, Lyshan V flora and fauna contain microorganisms that are deadly to humanoid life. Lyshan science has not been able to analyze or find a way to neutralize it. If a cure is found, Lyshan V, which lacks its neighboring planet’s concentration of heavy elements could be the basis of a thriving Lyshan civilization. Apart form various space farms and other orbital installations, the Lyshan have small mining colonies on Lyshan III’s satellite and Lyshan VI.

Environmental Issues

Klomak’s atmosphere contains high levels of particulates that are poisonous to humanoid life. Lyshans have evolved over time some resistance, but even they have to wear filtering apparatuses during days with heavy particle concentration. Heavy elements are present in the soil and only through heavy terraforming efforts have the Lyshan been able to sustain their civilization beyond the bare minimum for survival. Once the Lyshan were able to attain a bare-bones space capability, they invested heavily in space-based farms and ranches. Serious genetic defects affect the population due to the concentration of heavy elements on the planet’s soil.

Religion

The Odva of Klomak is the planetary religion. Originally it opposed technological advance, it adapted to the new planetary environs to subordinate technological advance to the will of the Lyshan. They believe that life is a test and his or her duty is to face the test of life. The Huhrik Reld is the head of the Odva and is advised by the Shikh-orna Reld on matters of religious policy. The Reld Yeht-Gav Shikh-orna selects the necessary jurists for the judiciary branch.


Government

Administrative Divisions

75 uroshalim. Each uroshal is headed by a Fulag-tor-lan

Executive Branch

Hereditary Nenat. The Nenat is a male from the Satuk clan. The heir to the planetary government is the Fulag-tor-lan of Satuk Uroshal. The Nenat is the commander-in-chief of all planetary military forces and can nominate his government without the advice and consent of the Forum of the Uroshalim. The Nenat can make policy decisions through decree. Although the Nenat has broad constitutional powers, tradition has limited said powers to a shadow of its former authority. The great clans nominate the various government ministers, limiting the Nenat’s power over the executive. Tradition has created a government by cabinet.

Legislative Branch

The Planetary Council is composed of two chambers. The primary chamber is the Forum of the Uroshalim. Every uroshal is represented in the chamber. The Forum of Uroshalim meets on a three-month session. Either the Nenat or any Furlag-tor-lan, with the support of 1/3 of the members of the body, can call special sessions. The 350-member Assembly of the Urasholat is the secondary chamber. Membership is decided by the size of the population of each uroshal. Decisions are made by simple majority if adopted after two readings on the Forum. The Assembly can make amendments or reject a proposal made in the Forum by a 2/3 majority during a second reading. The Forum controls the budget and adopts spending bills. The Assembly can only propose amendments to the budget. Any law passed by the Planetary Council can be repealed through the approval of 4/10 of the Forum in two readings during the same session. If there is a request to repeal a law, it gets assigned to an exploratory committee composed of members of the Forum and the Assembly which reports on the cost and benefits of the current law versus those of repealing it.

Judicial Branch

The Supreme Judicial Court is composed of six members is appointed by the Huhrik Reld from a list of candidates vetted by the Reld Yeht-Gav Shikh-orna. Jurists in lower courts are appointed by the Reld Yeht-Gav Shikh-orna.

Military

Military expenditures have increased due to the increased threat from Argayan aggression. Currently the Klomak Space Defense Force is composed of one heavy cruiser, six light cruisers, four destroyers and twenty-five sublight system defense crafts. The Klomak Space Defense Force is outdated and its equipment is comparable to Starfleet circa early-to-mid 23 century.

The Planetary Army is composed of 6 million. A 350,000 Space Marine Force is recruited from the elite troops from the Planetary Army. The Space Marine Force assigned to the Space Defense Force and orbital installations.

Important History

During this period about five-hundred years after the crash-landing a political and ideological schism occurred that led to a civil war and the almost-extinction of the race that calls itself the Klomak now through nuclear weapons. The mainstream Klomak remained o their planet while a sizeable minority of technology-hostile so-called radicals was exiled to one of the neihboring planets named Argaya. Since then there had been sporadic wars between both worlds with the most recent outbreak of hostilities about fifty years ago. Back then the Federation cruiser USS HUNTINGTON interfered and more or less forced both sides into a peace treaty. Now the Federation has been contacted again by the Lyshan government to initiate talks about diplomatic contact and economic cooperation.
