Builders
Very little is known about the Builders of the Ancients. They are a race of energy beings first encountered by USS Nova in the Goliath Nebula. They refer to humans as "Children of Daear," a likely reference to the capitol world of the Dalriadan Alliance. Current speculation is that the Ancients are one of the races of the Sidhe Imperium. They apparently constructed a large number of wormholes within the Goliath Nebula for the Ancients. They may have built more spanning networks of wormholes in the distant past.

Iotians
The Iotians are the humanoid race of people native to the planet Beta Iotia V, better known simply as Iotia. At one time, their planet was overrun by the Gorn Hegemony, and the population was enslaved to work in the Gorn strip mines. Conditions were brutal, and many Iotians found their way to the derelict Deep Space 13, living in the wreck below-decks until Star Fleet came along in 2410 and re-opened the station. Shortly after discovering the Iotian refugees, a force from Deep Space 13 liberated Iotia from Gorn hands. They now operate an increasingly-profitable crystal mine on the neighboring Beta Iotia IV.
Iotians act, as a general rule, like any other human being. No information on their cultural specifics is available at this time.

Phoenix
The Phoenix are a group of roughly humanoid beings living int he particularly-dense and radioactive A-3 section of the Tybiiran Complex. This density had hid them away from the rest of the galaxy until 2416, when they were discovered by the crew of the USS Tesla II.
The Phoenix, aside from being highly xenophobic themselves, are also gender-biased, having rigidly-defined roles for females that do not include equality in any way. Women are property on Phoenix, simply put, and behave a such.

Tvisi
The Tvisi appear to be a race of energy beings living within the David Nebula. They refer to their home as "The Garden", and is unreachable by current Federation technology.
The Tvisi are ruled by a body known as The Arc of Twelve; another member, known only as "The Thirteenth," is responsible for playing 'Devil's Advocate' for the council, forcing it to see all sides of a problem before making any decrees. However, The Thirteenth is also responsible for carrying out the will of the Arc of Twelve.
