& INVESTIGATIVE SERVICE
HEADQUARTERS

AUTHORITY & JURISDICTION

PURPOSE:

SFSECIS exists to preserve Star Fleet service components' operational readiness as well as prevent current and future warfighting capabilities from being degraded by terrorism, foreign intelligence activities, or criminal activity. SFSECIS’ ability to collect, process, and provide timely, high-quality and actionable information to the senior leaders of Star Fleet combined services and its military commanders, through investigations, operations, and source networks, ensures SFSECIS remains a critically relevant and essential element of the DON’s continued success.

ARREST AUTHORITY:

Federation Charter Articles 48 and 52, and SFUCMJ Section 810.10 authorizes SFSECIS Field Agents to apprehend persons subject to the totality of the SFUCMJ.

SFSECIS Field Agents are authorized to execute and serve any warrant or other process issued under the authority of any Federation Magistrate or Military Judge. Likewise Field Agents are authorized to make any arrest without a warrant in accordance with applicable laws and regulations when probable cause has been established.

Field Agent arrest authority (and subsequently operational jurisdiction, see below) lies solely within the bounds of Star Fleet service component personnel and property (Star Fleet naval units and Star Fleet Marine Corps units). Agents have no arrest powers beyond Star Fleet, and cannot apprehend, investigate or gather intelligence on any foreign power or Federation member citizen who is not an officer, warrant officer, non-commissioned officer or civilian employee of a Star Fleet service component.

EXCEPTION: In matters of vital security to the Federation, the UFP Supreme Court may issue arrest warrants, which by Charter member worlds must honor under Article 49.

Other UFP and Star Fleet organizations such as the Federation Marshall Service, OSFI and other entities as defined by Sections of the Articles of Federation have broader powers of authority.

CONFIDENTIAL ACCESS:

Operations in our four core mission areas are often extremely sensitive and require the processing of highly confidential information. Whether the investigation involves an individual, an entire Star Base or Star Fleet Marine Air Wing, SFSECIS Agents work diligently to protect the confidentiality of the individuals and that of any sensitive operational intelligence for any service component.

For that reason, all Field Agents above Probationary Agent grade are granted a Level 9/Top Secret access authority. Field Agents will be considered as having a need to know, and will be granted access to restricted installations, facilities, spaces, information, or material classified up to top secret in the performance of their case related investigatory duties. Any individual, Star Fleet or civilian, who attempts to block access for legitimate investigative purposes shall be charged accordingly under Federation law and/or Star Fleet regulations. Failure in this matter is considered a Class A court-martial offense.

IDENTIFICATION & CREDENTIALS:

Each SFSECIS employee, regardless of grade or position, is issued an identification case, which opens in a ‘book’ style revealing left and right holographic components. The left component contains relevant credentials, while the right component will contain the employee’s shield if relevant, otherwise the SFSECIS logo. Permanent SFSECIS credentials consist of two section ‘cards’. Card A (upper credential) identifies the agency, name, seal, and bearer title. Card B (lower credential) consists of a statement of authority, bearer photograph, credential number, the Director's signature, and bearer signature.

• Field Agents: issued a golden shield inscribed with the words of the employee’s current role and grade. Credentials and gold shields are only issued to Executive Staff, Field Agents and SF Marine Corps CID personnel designated as such. The bearer's authority is outlined on all Field Agent credentials as: "is authorized as a Federation Law Enforcement Officer to carry firearms and conduct investigations of violations of the laws of the United Federation of Planets for the Star Fleet.

• Operational Specialists: issued a silver shield inscribed with the words Operational Specialists when it is deemed necessary by the concerned Special Agent in Charge or Assistant Deputy Director. The shield of an Operational Specialists conveys no police powers and is only used to quickly identify the holder as a law enforcement affiliate to ensure the employee's safety or to effectively accomplish his/her assigned operational duties.

Credentials are issued to personnel who actively participate as non-law enforcement officers in the operational aspects of criminal investigations and operations, counterintelligence investigations and operations, collection activity and analysis, and Star Fleet law enforcement and security. Employees who qualify for these credentials include, but are not limited to the following series: intelligence specialist/intelligence operations specialist, investigations specialist, investigative computer specialist, physical security specialist, training specialist, and forensic specialist.

• Administrative Specialists: no shield issued. Credentials are issued to professional administrative staff to conduct official business in furtherance of the responsibilities and mission of SFSECIS. The Service official logo is substituted for a shield.

JURISDICTION:

SFSECIS has primary jurisdiction to conduct criminal investigative operations on any Star Fleet/Star Fleet Marine Corps facility, outpost, base, vessel or training campus. Other Star Fleet law enforcement organizations may conduct law enforcement operations within the purview of their respective commands; however, they must first coordinate with SFSECIS for deconfliction purposes.

While Field Agents may visit Federation member worlds in the due course of investigations, they must partner with planetary governments and local law enforcement agencies for any investigatory actions or the arrest of non Star Fleet personnel.

A critical distinction between INTERNAL and EXTERNAL operations must be made. Just like the MI-5 or FBI of the old United Earth, SFSECIS Field Agents have no jurisdiction on member worlds with no Star Fleet presence and likewise any property that is not operated by a Star Fleet service component. However, Agents may coordinate efforts with OSFI and respective member world law enforcement agencies as needed, subject to Director approval. OSFI may involve itself in matters external to Star Fleet and the UFP while SFSECIS avoids the realms of intergalactic politics beyond the scope of Star Fleet.

OPERATIONAL AUTHORITY:

The Charter of the United Federation of Planets, Articles 48 and 52 provide for the creation of Star Fleet along with the maintenance of interplanetary peace and security. The SFSECIS is bound by these Articles, and is directed to protect Star Fleet service component interests, to investigate suspected/alleged criminal and terrorist activity, and to conduct protective service operations.

Operational authority in SFSECIS flows from the Director in Charge through the Executive Deputy Directors and down the chain of command to individual functional units, agents, and analysts.

The Director in Charge is the Senior Civilian Executive for SFSECIS Core Mission Areas of Operation in accordance with well-defined legal requirements. As such, the Director will initiate and direct independent criminal investigations, associated operations and activities over any service component unit.

WEAPONS AUTHORIZATION:

Firearm instruction is included in the Field Agent Basic Training Program (FABTP). Field Agents, along with all supervisory and Director-level (‘gold shield’) grades must qualify with their sidearms twice per calendar year.

Title 10, Section 1585 of the Articles of Federation authorize SFSECIS Probationary Agents (AG-1) and above to carry and use service approved firearms (Types I or II Phasers, as circumstances warrant) while on duty at all times, on and off installations, star bases, and starships. SFSECIS Field Agents are required to carry firearms while on duty, except as follows:

a. Exclusion Areas. When in “exclusion areas” where special weapons/systems are stored, the need for a Field Agent to carry a firearm in such areas will be left to the discretion of the administrator or commanding officer having responsibility for the “exclusion area.” Examples of exclusion areas include:

• Hospitals
• Foreign Embassies
• Star Fleet/Federation Correctional facilities

b. Court Rooms. SFSECIS personnel may be armed in military court rooms as long as the weapon is concealed and the Presiding Judge is notified and approves. This does not apply to Federation or other civilian courts, where SFSECIS agents will typically surrender their firearm[s] to the Officers of the Court for the duration of the proceedings.
