INTRODUCTION:

Every role in SFSECIS is crucial to both the successful execution of our four core missions and also the implementation of the Service’s Strategic Vision. All positions have a title and corresponding grade, equivalent to our brethren Star Fleet/SFMC ranking system. Field and Supervisory grade correspond to enlisted and Non-Commissioned Officer ranks, while Manager and Executive Staff grades correspond to officer ranks.

SECURITY/CONFIDENTAIL ACCESS: Level 10 Ultra

PURPOSE: This is an appointed billet, and as such the incumbent is not a sworn Law Enforcement Officer and has no police powers or authority under the SFUCMJ or Federation Law. This role is executive in nature and scope, with authorities in policy management, administrative and strategic decision-making.

Persons occupying this role are appointed by the Federation Joint Intelligence Committee (FJIC) for a period of two years, may be reaffirmed for one additional two (2) year term. In emergency situations (wartime, etc.) the Federation Council may approve a third (3rd) term of office. Candidates must have been separated from any military service for more than two (2) years before assuming the billet.

Persons appointed to this role direct the activities of the entire Service; maintains responsibility for the performance of SFSECIS and all activities in which it engages. The Director exercises leadership through a strategic vision and implements its direction through the Executive Staff.

BILLET SPECIFIC RESPONSIBILITIES:

  • Establishes and communicates the agency’s strategic vision, direction, and priorities to the Executive Staff for agency-wide implementation.
  • Initiates the overall strategic planning and policy development processes of the Service; creates and refines the unit’s annual Strategic Vision and Mission Plan outlining all operational objectives and recommended changes for each year; ensures the Plan for accuracy, relevance, and consistency across all divisions and aligned with service priorities and submits the Plan for approval by the Federation Joint Intelligence Committee (FJIC).

Serves as the Chief Executive Officer and directs the activities of the SFSECIS; maintains responsibility for the performance of SFSECIS and all activities in which it engages.

DIC is authorized to organize, assign and reassign responsibilities among SFSECIS units and personnel. The DIC must review and sign documents that;

Establish policy,
Center on SFSECIS core missions or efficiency, and are addressed to a higher authority,
Deal with aspects of military justice
Are required by law or regulation.

  • The DIC maintains Original Classification Authority (OCA) by virtue of the position for approving the designation of classified material as ULTRA SECRET, TOP SECRET or SECRET.
  • Maintains accountability to the Secretary of Star Fleet for successfully achieving the SFSECIS core mission objectives and effectively managing its administrative activities. Executes through direction to, and supervision of, the subordinate Executive Deputy Directors.
  • Provides Executive coordination of the activities conducted by SFSECIS to investigate and defeat the criminal threats posed to Star Fleet; responsible for SFSECIS efforts to reduce criminal activity and its impact on Star Fleet and Star Fleet Marine Corps.
  • Serves as principal liaison between SFSECIS, Star Fleet Security, SFMC-CID, and OSFI to leverage all combined resources to mitigate internal and external criminal, terrorist, and Foreign Intelligence Entity (FIE) threats to any and all service components.

GENERAL POSITION EXPECTATIONS:

  • Authorized to award the Superior Civilian Service Award and lesser Star Fleet decorations to all SFSECIS personnel pursuant to applicable laws and regulations as civilian employees of Star Fleet component services.
  • Engages executive-level communications, internally and externally, to advise and inform the Executive Staff and the FJIC on all major policy, management, and administrative matters as required. Articulates SFSECIS policy positions and equities. Educates and influence stakeholders and liaison partners and shares information of value.
  • Provides personnel recommendations to the SECFLEET for advancement, disciplinary, and termination actions of direct reports. Reviews such recommendations of indirect reports.
  • Reviews and evaluates the performance of the Chief of Staff and Executive Deputy Directors against SFSECIS headquarters and field directorate priorities and objectives on a quarterly and annual basis.

PURPOSE:
This is an appointed billet, and as such the incumbent is not a sworn Law Enforcement Officer and has no police powers or authority under the SFUCMJ or Federation Law. This role is executive in nature and scope, with authorities in policy management, administrative and strategic decision-making.

Selected by the Director-in-Charge (DIC) and confirmed by the Federation Joint Intelligence Committee (FJIC) for a term of two (2) years. Serves at the pleasure of the DIC.

Persons appointed to the role of Cos are expected to interpret and execute the SFSECIS Strategic Vision, to oversee activities of the Core Mission Goals and ensure adherence to the required Service Standards of Excellence in all assigned units as established by the DIC and approved by the FJIC.

BILLET SPECIFIC RESPONSIBILITIES:

  • Accomplishes the effective operation and administration of the Office of the Director by causing each of the three Executive Deputy Directors and their staffs/elements to initiate and produce timely, fully-researched, and professionally-crafted staff action packages for DIC consideration; causing each of the three Executive Deputy Directors and their staffs/elements to review, vet, and provide relevant program-related commentary on pending staff actions for DIC consideration; and by recommending resolutions or courses of action for the DIC.
  • Accountable to the DIC via the daily supervision, leadership and development of all Executive Staff and billeted support operations staff for the effective operation and administration of the Office of the Director.
  • Advises the DIC on key staffing and executive decision-required actions.
  • Arbiter of actions requiring DICs approval and actions having the Executive Staff’s interest. SFSECIS executives and senior managers are encouraged to consult with the CoS when preparing executive decision packages to ensure proper Office of the Director awareness. CoS will resolve all packages as ‘concur’ or ‘non-concur’.
  • Directs the day-to-day business operations of the Office of the Director; responsible for SFSECIS efforts to effectively administrate the actions requiring Director’s decision or release authority; ensures that staff actions requiring executive decision are relevant, germane, timely, responsive, complete, and fully and appropriately vetted; and coordinates the flow of staff actions within the Office of the Director.
  • Engages executive-level communications, internally and externally, to advise and inform the DIC and Executive Staff on all major policy, management, and administrative matters as required.
  • Executes specified Director-in-Charge delegated authorities and powers as authorized.
  • Manages the daily appointment calendar of the Director-in-Charge, and executes through direction to, and supervision of, the Administrative Assistant – Office of the Director-in-Charge, holding the support operations grade of Specialist in Charge [SP-6].
  • May sign official correspondence only to the extent necessary to accomplish effective management of their area of responsibility and which does not call for the signature of the DIC or Executive Deputy Director.
  • Oversees the execution of Director-in-Charge and Executive Deputy Director-tasked special projects.
  • Provides Executive coordination of the activities conducted by SFSECIS to investigate and defeat the criminal threats posed to Star Fleet; responsible for SFSECIS efforts to reduce criminal activity and its impact on Star Fleet and Star Fleet Marine Corps.
  • Provides personnel recommendations to the DIC for advancement, disciplinary, and termination actions of direct reports. Reviews such recommendations of indirect reports.
  • Researches and tasks the Administrative Specialist in Charge to produce responses to UFP and service component inquires.
  • Serves as the Chief Administrative Officer for the Office of the Director in Charge, encompassing the Executive Staff, all Deputy Directors and Support Operations staff billeted to the office. Also serves as the principal advisor to the DIC for all operational issues, both internal and external in nature.
  • Serves as the final formal official staff reviewer on all executive decision packages prior to review and approval by the DIC. Will coordinate the flow of the packages within the Office of the Director in Charge and facilitate substantive decision-related discussion with executive deputy directors (EDDs), assistant deputy directors (ADDs), and the DIC's immediate staff when necessary.
