Summary: 

The Flag Council will establish training to help increase the number of 
eligible command rank players in the draw pool, and improve overall 
player interaction. 
  

Rationale: 

Quality command level players are difficult to find.  Often, a command 
billet is vacated without warning, and Fleet Commanders are forced to 
use the "best suited" player to fill the billet. This can lead to poor 
leadership of an RP unit and, in the worst case scenario, can actually 
lead to the demise of the RP unit itself. 

Early and effective training of higher-ranked officers can help unit 
COs and Fleet Commanders by increasing the knowledge base and 
experience of players who already possess some command strengths.

A ship's crew is only as strong as its Captain. An unprepared ASR 
player, thrown into the command chair of an RP unit as the "best 
qualified" at the time, can be a catalyst for disaster. 

The Commander of Armstrong Lunar Base (COMALB) will establish and 
maintain advanced ALB instructors not unlike the current ALB 
instructors. 

Advanced instructors would be willing unit COs, nominated by Fleet 
Commanders to the ASR administrative staff, and confirmed by a 
majority.  (The ASR administrative staff, for the purposes of this 
proposal, include the office of CINCSF, CSFO, COMLOG, COMALB, and all 
CINCFLEETS.) 

Students of the advanced ALB training course would be active ASR 
players who have been promoted twice since coming out of ALB (normally 
to the rank of O-3), and have been at that rank for what their unit 
commander determines is long enough to be eligible for the next rank. 
The unit commander would then notify CINCFLEET and recommend the player 
for an upcoming class. CINCFLEET should confirm that the player is 
ready to attend and then order the candidate to ALB for assignment. If 
CINCFLEET determines that the candidate is not ready, details regarding 
that determination must be sent to the candidate's CO, and can be 
passed on to the candidate at the CO's discretion. 

The content and format of the advanced ALB training will be established 
by COMALB. Interested members of the Round Table should submit ideas to 
COMALB and/or the ASR administrative staff as to what should be taught 
during this course. Both Role-playing (RPG) and Non-Role-playing (NRPG) 
subjects will be covered. The goals of the course will include: 
development of effective RPG leadership skills, interpersonal skills, 
player motivation, discipline, and conflict resolution. 

The course will last as long as required to give the students a taste 
of what it is like to be an ASR command billet player, better preparing 
them for their first command position. 

Note: Receiving advanced ALB instruction would NOT be a pre-requisite 
for either a promotion above O-3 or assignment to a command billet.
