UNDERCOVER AGENTS & OPERATIONS

SCOPE:

SFSECIS Field Agents will, from time to time, engage in undercover operations to gather crucial intelligence, infiltrate criminal organizations, and uncover illegal activities that might otherwise be inaccessible through conventional investigative methods. These operations are essential for combating organized crime, terrorism, drug trafficking, and other serious offenses, as they allow agents to blend into diverse environments, gain the trust of suspects, and gather evidence firsthand. By assuming false identities and operating covertly, Field Agents can disrupt criminal networks, prevent future crimes, and ultimately protect public safety while upholding the rule of law.

CONFIDENTIAL INFORMANTS:

Star Fleet/SFMC Unit Commanders will facilitate SFSECIS use of military personnel as confidential informants, cooperating witnesses, or in undercover roles in support of criminal and CI investigations and related operations, as approved by Executive Deputy Director Field Operations (EDDFO) and/or respective Deputy Director (DD).

SFSECIS may use active-duty or retired service component personnel as cooperating witnesses and confidential informants in support of any core mission investigation. SFSECIS will coordinate the use of active-duty service component personnel with the appropriate unit commander except in circumstances were doing so would result in threats to the safety of the cooperating witness or confidential informant, or would reasonably be expected to jeopardize the operational security of the investigation or operation.

Once the threat has been mitigated, SFSECIS will brief the appropriate unit commander(s). Use of service component personnel for CI operational purposes will be coordinated and approved by the commander having command and control of the personnel. If the individual’s unit commander is thought to be conflicted, approval will be raised to a senior authority or appropriate higher command authority.

IDENTITY SAFEGUARDS:

Security and safety concerns require identity protections for undercover officers, agents, confidential informants, and sources assisting SFSECIS in the execution of its criminal investigative, CI, and counterterrorism missions.

SFSECIS will not release the identity of a cooperating witness, confidential informant or source outside of SFSECIS without the individual’s written consent, except in accordance with matters of Federation Security, under applicable laws and regulations.

SFSECIS investigative reports will conceal the identities of sources; release of identities requires either concurrence of the responsible SFSECIS Special Agent in Charge; or an order from a military judge in accordance with applicable regulations.

Star Fleet combined service component personnel, regardless of rank or position, who have or have had access to classified information that identifies a covert agent whose identity is being protected by affirmative measures will not disclose any information identifying a covert agent to any individual not authorized to receive classified information pursuant to applicable regulations under penalty of court-martial and summary dismissal from the service. Failure in this matter is considered a Class A court-martial offense.

ROUTINE SEARCH & SECURITY EXEMPTIONS:

SFSECIS agents who identify themselves using Probationary Agent (AG-1) and above credentials will be exempt from all routine or specified searches initiated by any Star Fleet/Federation entity of their persons, possessions, and materials, including their vehicles and occupants therein when accessing Star Fleet owned, controlled or managed facilities or activities. Individuals escorted by SFSECIS field agents will not be required to display identification.

Field Agents are granted exemptions from standard customs and security checkpoints. These exemptions are primarily for reasons of operational security and the need to maintain confidentiality regarding their missions and identities. Field Agents may undergo alternative screening procedures or have access to designated lanes to expedite their passage through checkpoints, ensuring they can fulfill their duties effectively without compromising sensitive information or jeopardizing ongoing investigations. These exemptions are granted based on the understanding that the nature of their work requires swift and discreet movement through various checkpoints.
